In the building of the hydro-electric dams in Uganda the government is not happy with the work done:

In the last fortnight or so, there have been a number of press reports specifically on the Isimba hydropower project.

I will quote just three of these from the mainstream print media.

On Wednesday September 6, 2017, the Daily Monitor published ‘Govt sacks Isimba dam consultant’; the next day, the New Vision published ‘UEGCL takes over Isimba supervision’ and on September 11, 2017, the New Vision published ‘Isimba supervisor seeks Shs 3.2b before handover’.

In all the above press reports and others not quoted, what sticks out as true is that Energy Infratech PVT Limited (EIPL), the firm hired by the government of Uganda as its supervising consultant/owner’s engineer for the Isimba hydropower project, ceased to hold that position and perform the ascribed duties on September 7, 2017.

Let it be on record that EIPL was/has not been fired. Government did not renew its contract, which expired on September 7, 2017, after a 40 months’ run from May 7, 2014.

Indeed, on September 7, I led a team of the Project Steering Committee to officiate at the handover from EIPL to Uganda Electricity Generation Company Limited as an interim measure before a new supervising consultant can be procured.

The team comprised representatives from the ministries of Finance, Planning and Economic Development; Energy and Mineral Development as well as the attorney general’s chambers. As you may have read or watched from subsequent press reports, EIPL requested for an extra week to fully organize themselves for the handover and it was granted.

In this whole situation, one question sticks out: “Why did government consider not renewing EIPL’s contract?” This question gains more traction by the fact that the actual Isimba project timeline is now at month 29, with more 11 months to go.

And so it remains plausible for one to ask why the supervising consultants’ contract is not pegged to that of project’s completion. This is a question the ministry of Energy are better placed to answer as signatories to the contract on behalf of government.

I will attempt to give reason why this EIPL contract is not getting a renewal only to the extent to which the confidentiality clause permits.

CONTRACT MANDATE

Under the contract, EIPL was mandated with providing professional services, personnel and technical resources appropriate for the supervision of the engineering, procurement and construction works done by the EPC (Engineering, Procurement and Construction) contactor China International Water and Electric Corporation (CWE) as per the EPC contract, specifications and international standards.

This involved review and approval of designs, review and approval of construction method statements, review and approval of construction drawings, supervision of construction works and approval of completed structures.

The supervision contract also included witnessing testing of manufacturing equipment such as gates, turbines, generators, transformers, draft tubes, governors, exciter, cooling systems and a whole lot of other associated electromechanical equipment.

Whereas EIPL gave it its best shot, various aspects related to provision of professional services and personnel for the Isimba HPP did not meet the owner’s requirements as desired.

I will give a few examples. EIPL, for a long period of their contract tenure, did not mobilize experienced key supervision personnel including quality control specialists, electromechanical specialists and an experienced geotechnical engineer to fully lead in supervision of construction of the embankment dams, in spite of repeated recommendation and calls to fill the agreed project supervision structure.

This compromised the construction control aspects and, in some instance, led to non-conformances related to material placement and dam monitoring instrumentation for both the left and right embankment dams. 

Installation of dam monitoring equipment and construction for embankment dams is critical for dam safety on projects of this nature. The associated risks for dam failure can lead to catastrophic effects on the downstream of the hydropower plant if they materialize.

The biggest undoing was also regarding the change of materials for electro mechanical and hydro mechanical equipment.

Whereas the EPC contract and employer requirements clearly specified the material properties for equipment like gates, draft tubes, stop logs, cooling system, etc, these were changed to materials of lower or inferior grade compared to what was specified in the contract, under the watch of EIPL.

Whereas the contract is open to change in technical specifications, it also clearly defines the procedures and rationale for changing or altering material/equipment specifications.

These procedures include the EPC contractor making a formal and documented request to the client/owner – the ministry of Energy represented by UEGCL, the implementing agency.

The change order procedure further includes brief descriptions of the proposed changes to equipment specifications, effect on time completion, estimated cost of the change, effect on functional guarantees and facilities.

All this was not done, to the detriment of the project as well as the realization of the project’s cardinal objective which is the production of reliable and affordable electricity.

UEGCL now stands a risk of incurring high operation and maintenance costs related to equipment of inferior grade compared to what was specified in the contract.

The mentioned alterations on the technical specifications happened by either omission or commission of the supervising consultant/owner’s engineer.

For emphasis’ sake, the EPC contract empowers the supervising consultant/owner’s engineer to review and approve the contractor’s works for compliance to technical specifications.

This right was not duly exercised by EIPL, thus the dissatisfaction with their performance as owner’s engineer. In the circumstances, government was left with no choice but to make use of its discretionary powers not to extend their contract.

TOUGH DECISION

There is a genuine worry that change of a supervising consultant/owner’s engineer may have perilous consequences on the project delivery from timelines, budget and technical specifications. This is not a risk we have taken blindly.

Government’s decision is buoyed by the confidence in other stakeholders to perform their role as well as the unwavering commitment to deliver the project as envisaged from inception.

History will judge us harshly if we, as the project steering committee or as the ministry of Energy or UEGCL and others, looked on while specifications were altered at a whim, works went shoddy with reckless abandon, and timelines negated without restraint. It holds true that to have an omelet, some eggs have to break.

I will conclude by giving a global overview of the progress at Isimba. Construction at the 183MW project commenced on April 30, 2015 and is expected to last for 40 calendar months. The project is at 70 per cent overall progress.

Physical progress of works such as civil, hydro-mechanical and electromechanical is estimated at 75 per cent, 67 per cent and 67 per cent respectively at end of August 2017. General concreting works are at approximately 98 per cent. Construction of the transmission line has reached 64 per cent.   

The author is the chairperson of the Project Steering Committee for Karuma and Isimba hydropower projects.

 

One can see why hydro-electric power in this country is likely to continue to be expensive. One is of the opinion that if these tropical regions had been encouraged to take on individual home solar power in competition with these two major hydro-electric projects, energy cost would indeed be cheap for the African communities. These two energy systems need to work together in sync to develop  the African way of life and stop the environmental degradation on the equatorial continent.

Renewable energy is the form of energy which is generated from naturally replenished on human time scale including waves, rain, wind, tides, geothermal heat and sun light.

Energy generated as renewable is provided in four critical areas: air, water heating/cooling, electricity generation, transportation and off grid energy services. 

New electricity that was installed as of 2015 globally was renewable and investments in renewable technologies amounted to over $286b. The 2016 REN21’S report indicated that renewables contributed 19.2% to humans’ global energy consumption   with 23.7% to the generation of electricity in 2014 and 2015 respectively. 3.9% was hydroelectricity , 8.9% biomass, 4.2% as modern bio mass, geothermal and solar heat and 2.2% is electricity from win, geothermal, biomass and solar. Strong opinion surveys also indicated robust backing for stimulating renewable homes such as solar and wind power.

Countries and societies across the world are on the margin of reflective transformation in the way they use and generate energy.   This arrangement is taking the world from archaic ways of consuming fossils to renewable and cleaner energy.  Masses of people globally are already using renewable technologies to generate energy, produce heat, electricity and cook. The world energy market and prices have become competitive with final energy demand growing to about 19% in 2014. 20% of energy supply has already been generated by close to 30 countries worldwide at national level. 

With such, markets for renewable energy at national level are anticipated to grow in the following decade and beyond. Countries like Norway and Iceland are already producing all their power by renewable energy and quite a good number of countries have already set a goal of reaching 100% in future with the latest being Denmark which decided to switch to 100% renewable energy by 2050.

As the emerging economy in the world, China is doing exemplary development in renewable energy growing by 25% against 7-9% growth in power demand in 2004 with wind energy growing at 35%. With such developments in the renewable energy sector, close to 7.7 million jobs are believed to be associated with renewable energy industries and solar power as the largest renewable employer. 

This is a clear indication of how renewable technologies are working as solutions to unemployment in societies and countries that have embraced, invested and promoted renewable energy. Societies and countries depending on fossils build a centralised system that excludes security, diversity and people’s participation hence threatening people’s health which puts the stability of the world’s climate at risk and denies forthcoming generations of clean water, air and energy independence. 

In a decentralised form of renewable energy production, communities and specifically citizens are availed with an opportunity of not only consumption but also generation of their own energy. In the two frontrunner countries, Germany and Denmark, a very large number of energy cooperatives and individuals are driving transformation within the sector by taking collective ownership of the renewable energy infrastructure. 

In fact, the majority of the owners of the installed renewable power capacity in these countries are private individuals (Morris and Pehnt 2014). For countries to strengthen their societies/communities, they must put in place plans to turn to 100% renewable which will ensure sustainable services for citizens hence resulting in major climate change mitigation, energy security measures and economic benefits.

Through paving ways towards cleaner and 100% renewable energy powered future, nations will attain environmentally accountable and sustainable economies and societies.

One gets fed up with all sorts of energy speculators and salespeople who come all along and sell to UMEME's rich and poor customers fake systems of hydro- electricity on the cheap.

 

By the time the Sun disappears from this great solar system Africa will have made its days great.

 

If you sell solar energy on the Equator, to UMEME for 40 dollars a month on its network and you buy its total energy for 20 dollars a month one hopes all over the continent of Africa there will be enough energy to sustain human life. UMEME would start to make a name for itself as the African common man's great business friend.

 

Of course UMEME does not like competitors in its great market of energy production and distribution! But one notices that using solar energy as a modern technology does not need changing your old electric kettle element, your old TV, your old oven and cooker, your energy saver bulbs, etc.

 

Well then the professional energy engineer suggests as such: Provide all the citizens in the city who own property from Entebbe to Gayaza with cheap solar panels on their roofs. Provide converter systems to connect the solar energy systems to the many UMEME hydro electricity systems on these properties. The result is UMEME ends up with so much energy to capture and sell at a very cheap price.

An African walks all over the hot tropical city of Kampala. One notices the immense heat and energy being given off around 10.00 am to 3.00 pm by  sun as renewable energy or God given.

 

THE UNIT OF HYDRO ELECTRICITY IN UGANDA IS INDEED VERY EXPENSIVE THESE DAYS:

CAN SOMEONE OUT THERE COME TO THE RESCUE OF POWER USERS, ESPECIALLY THOSE ON “ YAKA-YAKA”?

When I was using an old meter, on average I was paying 640 Ug.sh per unit. When I got connected to Yaka-Yaka, I loaded 10,000/= thinking to get at least 15 units but I received 9.6 units, I did not understand this. When these units got finished I loaded again another 10,000/= again I exactly got 9.6 units then I visited the nearest UMUME office for explanation and this is what I was told:

1.      Company Charge per unit is  620/=
2.      VAT-TAX per unit  is                 241/=
3.      Service fee per unit is:            180/=
                Total is:                            1041/=

Thus 10000/1041 = 9.6

Why then is UMEME not telling the power consumers the real truth that the cost of a unit is 1041 Ug.sh instead of deceiving them that it is 640/=!
Note that on top of this 1041/= per unit, there is also the mobile money charge for the network used to pay the bill, for 10,000/= it ranges from 1000/= to 3000/=

UGANDA,Kampala:

Government of Uganda has made significant investments in the energy sector to ensure reliable and affordable power supply to all sectors of the economy.

Prime Minister Ruhakana Rugunda, made the remark while opening an energy management symposium in Kampala this week.
“Government has taken a number of measures aimed at benefiting the consumers of electricity through reduced power tariffs and expanding coverage of modern energy supplies in the medium term,” he said

He said some of the measures include increasing power generation capacity, expanding the power transmission and distribution network, development of renewable energy sources to supply decentralized grid networks, reducing power losses and increasing access to power through rural electrification programmes.

Mr Rugunda said the 600-megawatt Karuma venture is one of the major power generation projects in the country whose construction started in August 2013. It is expected to be commissioned in December 2018.

He also cited the 183-megawatt hydropower project at Isimba dam which is also under construction and is expected to be operational by end of 2016 or early 2017.

He said construction of the 840-megawatt Ayago hydropower project, whose feasibility study is under review, will begin as soon as funds are secured.
The Prime Minister cited other power projects as Muzizi (44mw) and Agago (83mw).

Mr Selestino Babungi, the managing director of UMEME, said: “Our plan is to invest $1.5 billion in distribution in the next five years to lower power costs because of Karuma and Isimba hydropower plants coming on board.”

He said revenue collection improved from 80 percent in 2005 to 100.4 by 2014 and Umeme is now a model on the continent where other African countries have come to study its mode of operation.
